A century-old recording of indigenous music, a Melbourne Cup call, news reports of
Cyclone Tracy,and a Kylie Minogue song are among an eclectic mix of sounds added to the
Sounds of Australia registry.

Arts Minister SIMON CREAN says 10 new sounds will be added to Australia's audio heritage
collection.

KYLIE'S late 80s hit, I Should Be So Lucky, joins the Skyhooks classic, Living in the
70s and an ABC news story about Cyclone Tracy, which devastated Darwin in 1974.

They join an 1898 recording, the first of indigenous music and song, made by the Cambridge
Anthropological Expedition to the Torres Strait.

VIC:CASA raps Tiger Airlines over breaches

MELBOURNE, April 20 AAP - Discount airline Tiger Airways faces being grounded by the
aviation regulator following a series of serious safety and maintenance breaches.

The Herald Sun reports that the Civil Aviation Safety Authority (CASA) issued Tiger
with a show cause notice on March 23 giving the airline 21 days to respond.

It is the most serious action taken by CASA against a major Australian airline since
Ansett was hit with a similar warning in 2001, just months before it went bankrupt.

In a sternly worded letter to Tiger's Melbourne-based management, CASA raised concerns
the cut-price carrier was not following proper procedures to ensure the utmost safety
of passengers.

The Herald Sun said CASA demanded urgent answers amid concerns pilot training standards
had slipped and short cuts had been taken on maintenance and other operations.

What's the best way to quash corruption in Afghanistan without alienating the country's leader? Americans are in a bind

As corruption investigations begin to focus on President Hamid Karzai's inner circle, an Afghan official has pinned blame for endemic corruption in Afghanistan on foreign contractors, which he said had created an "economic mafia" in the war-torn country.
What started as the arrest of a little-known Karzai aide has become a significant test of U.S. efforts to root out corruption in Afghanistan, even as it tries not to alienate the Karzai government. The two goals are coming into conflict at a time when American popular support for the war is eroding and frustration in the U.S. Congress about the Karzai government is rising.

The investigations that led to the arrest last month of the aide, Mohammed Zia Saleh, a member of Afghanistan's National Security Council, are being carried out by Afghan investigators who are strongly backed by the United States. Mr. Karzai admitted Sunday that he had personally intervened to secure the release of the aide and said he would impose new rules governing the investigators.

Some U.S. officials and outside experts warned that the escalating tensions between Washington and Kabul could undermine the overall American strategy in Afghanistan, aimed at combating Taliban militias and strengthening government institutions before a planned U.S. military withdrawal begins next summer.

"The administration is engaged in a delicate balancing act in Afghanistan in which the principal objective is stability," said David Rothkopf, a national security specialist who worked in the administration of President Bill Clinton. "There are a couple of things they need for stability: One is government institutions that people trust and don't want to overthrow. And the other is government institutions that are strong enough politically to survive.

"And the calculation here is that you need Karzai for the latter and you need anti-corruption for the former," Mr. Rothkopf said, "The problem is that Karzai is too associated with corruption, so if the anti-corruption efforts are too vigorous, they will lead to undermining this ally."

At a news conference on Monday, Waheed Omar, Mr. Karzai's spokesman, elaborated on criticisms that the Afghan president made Sunday during an interview with ABC News and blamed foreign contractors spending Western reconstruction money for much of Afghanistan's corruption. He said that the new government rules would rein in the two U.S.-backed anti-corruption agencies, the Major Crimes Task Force and the Sensitive Investigative Unit.

By the end of the day, however, the presidential palace had not issued the decree.

U.S. government officials said they were not sure what to make of the statements by Mr. Karzai and the spokesman.

"It's perfectly understandable that as these new tools develop, the Afghan government needs to ensure that they are functioning under the rule of law and the Afghan Constitution," said P.J. Crowley, a U.S. State Department spokesman. "But going forward, these entities must be able to open investigations and aggressively pursue facts wherever they may lead without looking over their shoulders."

The administration of President Barack Obama has made fighting corruption in Afghanistan a mainstay of its policy, and the two new agencies have been particularly successful in apprehending corruption suspects, with at least 52 people now in custody on graft and drug trafficking charges.

Despite widespread allegations of corruption involving President Karzai's relatives, including his half brother Ahmed Wali Karzai, investigators have not taken action against any family members. The perception that the president intended to scuttle the two agencies has caused one of the most serious crises in U.S.-Afghan relations since the presidential elections last year, which international observers denounced as fraudulent.

The two anti-corruption agencies have broad powers to arrest, detain and try suspects, and both have large components of U.S. advisers.

"There will be no political interference, but we don't want anyone taken out of their homes with chains and shackles," Mr. Omar said, describing Mr. Karzai's promised new rules. The rules, he said, would ensure that "neither Afghanistan's government nor the international community will interfere in their work, which will be based on Afghanistan's Constitution and judicial sovereignty."

Some law enforcement officials suggested that Afghan officials may simply be unfamiliar with routine law-enforcement techniques now being used by the elite anti-corruption units.

The current turbulence traces back to the spring of 2009, when the U.S. Justice Department began several major initiatives to help build up the Afghan government's anti-corruption and counternarcotics law enforcement efforts, as well as an independent judiciary. To protect them from political interference, the two anti- corruption task forces have their own lawyers, investigators and judges.

In an interview on Monday, Drug Enforcement Administration officials praised the growing capabilities of the Sensitive Investigative Unit, which consists of dozens of Afghan police officers overseen by an Afghan police colonel.

The D.E.A. vetted the officers and brought them to Quantico, Virginia, for a six-week training course. Veteran D.E.A. agents, serving as advisers, work with them in Afghanistan.

"We don't just train them and then never see them again," said Frankie Shroyer, the deputy chief of operations for the D.E.A. Still, the degree of involvement by U.S. officials in the work of the Afghan units is a matter of acute diplomatic sensitivity. D.E.A. officials emphasized that the relationship is a partnership with the Afghan government, and that Afghan officials direct all counternarcotics police activities.

"Everything is done in conjunction with Afghan counterparts," said Thomas M. Harrigan, the D.E.A.'s chief of operations.

Some U.S. officials acknowledged the administration's concern about Mr. Karzai's seeming defiance of anti-corruption inquiries, but also the limits to what the United States can do.

Earlier this year, the United States adopted a new strategy in dealing with the Karzai government. Instead of continuing to regularly accuse the Afghan government of failing to root out corruption, the Obama administration decided to back off and publicly praise Mr. Karzai and his aides.

Still, some experts said that the previous "tough love" strategy had fostered paranoia inside the presidential palace in Kabul, leading Mr. Karzai to conclude that the United States was trying to push him out. "We had a year and a half making Karzai convinced that he has to tighten ties with these corrupt people in order to survive," said Ronald E. Neumann, the U.S. ambassador to Kabul from 2005 to 2007.

Mr. Neumann said that the July 2011 date for the beginning of a military withdrawal from Afghanistan has only reinforced Mr. Karzai's belief that he must cut deals with unsavory but powerful figures to remain in charge after the Americans leave.

"You can't ignore the corruption, but you can't ignore the fact that Karzai sees some of it as vital to his survival," he said.

character and destroy her.

SYDNEY, Dec 2 AAP - Australia's most notorious terrorist Willie Brigitte could be released
from a French jail in the new year, after having served less than half his sentence for
conspiring to blow up the nation's only nuclear reactor and the power grid.

Brigitte, a French citizen raised in France's West Indian territory of Guadeloupe,
was found guilty in 2007 of criminal association with a view to committing a terrorist
act, and sentenced to nine years imprisonment.

The charges against Brigitte related chiefly to his activities in Australia in 2003,
when he prepared for attacks on targets such as Sydney's Lucas Heights nuclear reactor.

His minimum non-parole period is six years, but the three and a half years he spent
in jail awaiting trial and sentence will be discounted off that term.

News Ltd newspapers on Wednesday say the French Justice Ministry is considering releasing
the 41-year-old on an early release good behaviour plan.

"He will be free next year, it was nine years but with good behaviour," his lawyer
Jean Claude Durimel said.

"Of course he is happy. He had no problem in prison, he had good behaviour and when
people are of good behaviour they may leave early."

He is expected to immediately leave France for the Middle East.

Brigitte married former Australian army signaller Melanie Brown, a fellow Muslim convert.

BRISBANE, April 24 AAP - Premier Anna Bligh says her coming trade mission to Europe
and the Middle East, accompanied by her husband, will be all work and no play.

Ms Bligh will lead a 13-day tour of the United Arab Emirates, Spain and Russia from
May 4, leaving Trade Minister Stephen Robertson to attend a biotechnology conference in
the US.

Her husband Greg Withers will accompany her as part of the official delegation, paid
for from the public purse.

Ms Bligh said the trip was important to shore up relationships with Queensland's trading
partners.

"The Queensland economy and the jobs of Queensland workers depend on exports," she
told reporters in Brisbane.

"I am going to fight every minute that I'm in this job to find more jobs for Queenslanders,
and that means being part of the world economy, and it means building our trade with other
countries."

The itinerary has not yet been revealed, but Ms Bligh said she would be busy working,
not sightseeing.

"This itinerary, like every itinerary undertaken, will be full-time work," she said.

"Of course I'm going to be in those cities and will look out the window of the car
as we drive past.

"This is a trade mission. The purpose of this is to build Queensland jobs."

The trade trip is supported by the Opposition.

In Abu Dhabi, the Queenslanders will focus on promoting agriculture, tourism, transport
and education services.

Ms Bligh said clean energy would be pushed in Spain on the state's first trade trip
to that country.

In Russia, the focus will be on agribusiness opportunities and promoting Queensland's
education services and prime beef exports.

NSW: Man labels his jail sentence for murdering mum "inadequate"

A man who'd sought the maximum jail term for murdering his environmentalist mother
has told a Sydney court his sentence of at least 17 years is "manifestly inadequate".

ADAM PATRICK OWENS had pleaded guilty to the stabbing murder of his mother .. 69-year-old
DORIS OWENS .. in her home at Swanhaven on the New South Wales south coast in September
2006.

Earlier this month .. OWENS told the NSW Supreme Court his only regret was that he
hadn't murdered her 20 years earlier .. and he would do it again if he had his time over.

In sentencing OWENS today .. Justice LUCY MCCALLUM said she couldn't believe a request
for a maximum term had come from someone of sound mind.

Vic: Paramedics' union rejects govt pay offer

Victoria's ambulance union has formally rejected a state government pay offer as part
of enterprise bargaining negotiations.

The Ambulance Employees Australia state council last night declined the offer of a
3.25 per cent-a-year wage increase from Ambulance Victoria.

State secretary STEVE MCGHIE says the offer is impossible to accept .. as inflation
is running at 4.5 per cent .. meaning paramedics would affectively be accepting a pay
cut.

MR MCGHIE says not one member across the state supports the offer .. and they feel
they're being forced to take industrial action to get a fair deal.

He says Ambulance Victoria has also refused union demands for a minimum 10-hour break
between shifts .. in a union bid to beat fatigue and over-work.

NSW: Carbon scheme revenue should protect business - Iemma

SYDNEY, April 4 AAP - Revenue earned from a carbon emissions trading scheme must be
used to protect businesses, NSW Premier Morris Iemma says.

But any issue of compensation for businesses adversely affected by the implementation
of a scheme was the responsibility of the federal government, Mr Iemma said.

The premier's comments follow NSW Treasurer Michael Costa's speech last night to a
business group, where he said the cut in greenhouse gas emissions recommended by climate
change adviser Ross Garnaut would cost hundreds of billions of dollars.

Mr Costa said NSW Treasury modelling showed the 80 per cent cut by 2050 recommended
by Professor Garnaut would cost $430 billion and slash Australia's economy by four per
cent over the next 20 years.

The federal government will release its own economic modelling mid-year.

It has said it is aiming for a 60 per cent cut in emissions by 2050, which would cost
$280 billion.

Mr Costa also said if the federal government accepted Mr Garnaut's recommendation not
to compensate industries adversely affected by carbon trading, it would damage the global
perception that Australia was a country free of sovereign risk to investors, Fairfax reported
today.

"There is a way to establish a carbon trading scheme and the way to do it is to transition
those industries that will be affected," Mr Iemma told reporters.

"The treasurer was pointing out there are two ways to do it ... you do it by ensuring
you cut greenhouse gas emissions and you still have investments for jobs.

"And that's the point that he was making. Do it our way."

The cost of not taking action on greenhouse gases far outweighed the cost of taking
action, Mr Iemma said.

Total Environment Centre executive director Jeff Angel said Mr Costa was a known climate
change sceptic and called on him to release all the NSW modelling.

"He throws big figures around but the real impact over such a long period is very,
very small," he said.

"Significant economic and individual income growth continues and major new green industry
is created."

NSW Greens MP John Kaye said there was no reason to trust the figures because Mr Costa
had refused to reveal what the calculations were based on.

"A one year delay in doubling the economy (i.e. a marginal reduction in economic growth)
in order to avoid climate change would be a good investment in reducing the risk of devastating
consequences," Mr Kaye said.

"Treasurer Costa does not accept the scientific consensus on climate change.

"He should butt out of the debate until he finds something intelligent to say on the topic."

Victorians are being warned against complacency ahead of the bushfire season.

KEN O'BRIEN .. from the Country Fire Authority .. says the state can expect weather
conditions similar to last season .. when more than a million hectares was burnt across
Victoria.

MR O'BRIEN has told the Nine Network this year's fire season won't start quite as early
as last year .. because of the rain now moving through the state.

But he says they'll be back into fairly severe wildfire conditions as soon as the rain
dries out .. and people have to be prepared.

Four people have been arrested .. after police found them in a secret drug lab in Western
Australia .. with enough ephedrine to make one million dollars worth of ice.

WA Police and Customs investigators discovered the setup in a raid on a semi-rural
property at Barragup yesterday.

They say they've siezed 450 grams of ephedrine .. a handgun .. four and a half thousand
dollars cash .. and a small quantity of cannabis and ice.

A 35-year-old woman from Wembley .. a 49-year-old man from Halls Head .. and two men
from Queensland .. one 25 and the other 30 .. have been charged with making a prohibited
drug.

Child safety workers across Queensland will strike tomorrow over resource concerns
and what they call scapegoating in the state's far-north region.

The workers are members of the Queensland Public Sector Union.

They will strike for four hours from 1pm (AEST) after passing a vote of no confidence
in the Department of Child Safety's director-general Robin Sullivan.

QPSU spokeswoman ALISON FINLEY-BISSETT says the workers are tired of complaining about
what she calls management failures which have left Cape York and Torres Strait office
in Cairns unable to do their job.

SYDNEY, Aug 11 AAP - There is no increased terror threat in NSW and residents should
go about their normal business, Premier Morris Iemma says.

British security agencies says they have foiled a plot by terrorists to blow up planes
flying between the UK and the United States.

Mr Iemma today said the terror threat level remained at medium, but extra security
measures were in place at Sydney Airport.

"To the people today, I say to go about your normal daily business," Mr Iemma said.

"You may, if you are flying out today, experience extra security measures and that
may cause some delays.

"I ask for understanding and patience in that."

Mr Iemma said security agencies would continue to monitor threat levels.

"Based on the intelligence at the moment, our security rating is medium which is the
same as post-Bali," he said.

"Discussions will continue throughout the day and our security level will be monitored."

Mr Iemma said government and security agencies had improved their ability to combat
terrorism in recent years, but could not guarantee there would never be a terrorist attack
in Australia.

He urged people travelling on public transport who noticed anything suspicious to notify
authorities.

Fed: Govt needs to amend Work Choices legislation: Combet

The ACTU's demanding the federal government change workplace laws to make it illegal
to sack workers .. then re-employ them on lower pay .. as happened at Cowra abattoir.

Union delegates are meeting management today to finalise the employment situation of
29 slaughtermen.

The workers were sacked last week and asked to reapply for lower paying jobs as part
of a company restructure.

Workplace Relations Minister KEVIN ANDREWS yesterday announced the 29 workers would
be reinstated.

The union movement and Canberra are both claiming credit for the backdown .. with the
government insisting it proves the Work Choices legislation protects employees.

The ACTU says if the government should simply change the legislation .. no one can
be sacked .. then offered their job back for less pay.

WA: Man charged with filming up skirts in Perth shopping centre

PERTH, Feb 15 AAP - A man alleged to have secretly filmed up the skirts of women and
girls with a video camera hidden in a backpack has been arrested and charged by West Australian
police.

The man from White Gum Valley, in Perth's south-west, is to appear in court on 29 charges
of indecently recording a child between 13 and 16 years, and six charges of indecent assault.

WA police will allege he was apprehended at a shopping centre using a concealed video
camera to indecently record, without their knowledge, young girls and women who were wearing
short skirts.

Members of the public became suspicious of his behaviour and notified police, police said.

It will also be alleged the man concealed a video camera in a backpack and angled it
to film up the skirts of the victims.

A search of his home found numerous videos, CDs and DVDs of similar recordings, police said.

As well as the indecent recording and indecent assault charges, the man will face a
charge of possessing child pornography and one disorderly conduct charge relating to 500
recordings of women and girls who could not be identified.

He was bailed to appear in Perth magistrate's court tomorrow morning.

CANBERRA, Dec 1 AAP - The federal government was obstructing its own desire for a single
workplace relations system in Australia by political meddling, Australian Democrats employment
relations spokesman Andrew Murray said today.

Senator Murray, whose party's vote is still crucial to the passage of controversial
legislation in the Senate, said he had not yet seen a new bill promised by the government
to restrict unions from circumventing federal right-of-entry laws by using state laws.

The federal laws would restrict unions right to enter worksites.

LETTERS, WE GET LETTERS: MOST ARE WELCOME, BUT SOME ARE RUDE.(FRONT)

Since we're trying to teach manners around our house, I have to keep much of the mail addressed to the editorial page hidden in my briefcase. It is reading unfit for children and unpleasant for adults.

Most letters are perfectly presentable, I hasten to add. They express views on questions of interest to the public with candor, concision, vigor and even wit. Sometimes they agree with editorial positions we've taken. Sometimes they disagree or raise entirely new topics. Either way, we welcome them and run them in the paper enthusiastically, space permitting.

Letters to the editor are a vital part of the public dialogue an editorial page encourages. Peter Calamai, the urbane editorial page editor of the Ottawa Citizen, goes so far as to argue that the editorial page is the last outpost of the Age of Reason. A place where rational discourse, enlightened debate, a vigorous but civilized exchange of views is believed in.

But that belief is regularly dampened by the tsunamis of name-calling, waves of vitriol and tides of spleen that flood our mailbox.

We are living in increasingly raw times. Incivility flourishes, and public discourse often resembles a drive-by shooting. Democratic government can look like mud wrestling. Consider the examples people encounter of the proper way to conduct an exchange of views.

On TV, you win a debate by hitting Geraldo in the face with a chair or screaming louder than the other guest on ``Crossfire.''

Talk radio thrives on the put-down, the sneer, the slur and the hang up.

On the Internet, anonymous or pseudonymous antagonists flame each other with the kind of fighting words that would lead to a duel if delivered in person.

It's therefore little wonder that some of our correspondents don't score points with the finesse of Oxford debaters. Letters we receive are often unprintable because they aren't intended for print. They are intended to wound, to gouge, to maim.

I'm not talking about the incoherent letters of crazies, scrawled with crayon or typed ALL IN CAPITAL LETTERS that shriek about plots by aliens overheard on dental work. Those are simply sad.

I'm talking about correspondents who are coherent enough but whose verbal resources are too slim to permit sustained debate. They are simply furious, outraged, disgusted, aggrieved and speak in letters to strangers the way they might in a locker room. Their teachers failed to instruct them in the art of persuasion, their mothers failed to wash their mouths out with soap.

Here's a typical e-mail. That's the zippy new electronic technology that permits people to behave boorishly at the speed of light. And no envelopes to open!

``Your editorial in tonight's edition of The Pilot regarding the Virginia Beach Redevelopment and Housing Authority was Pathetic. Even after Tuesday's elections you still don't get it. Blaming the city council for public rejection of this flawed policy due to lack of education is liberal thinking at its worst. We said &%(CT)* YOU and we're saying it again, &%(CT)* YOU!''

The inevitable reaction to such a screed, I fear, is not: ``Well reasoned, Mr. Buckley.'' It's: ``Nice mouth, Blutto.'' This fellow may oppose liberals, but his prose is anything but conservative.

Or consider this fax, spelling faithfully transcribed. ``I take personal exception of your statement of NH a suburb of MASS? Being a Proud New Hampshirite, I know we from N.H. ALWAYS DO OUR OWN THING - so stay in VA where you obviously belong and quit commenting on states where you are an IDIOT.''

This is the kind of elevated discourse we've learned to expect from such Granite-state stylists as Daniel Webster and Robert Frost.

But my recent round-file favorite is a letter that included clippings saved up for several years. After railing about biased editorial cartoons, the lies we print, a long-ago column by former editor Cole Campbell, ``the sexual pervert Clinton,'' The Pilot's ``monopoly on slimy people,'' the author concluded with an ad hominem parting shot:

``P.S. Has anyone reminded you of how much you look like a Walrus, teeth sticking out of mouth and beard?''

No, sir, I can't say anyone has. Unfortunately, you didn't enclose a photo with your work so I am unable to tell you what form of life you resemble.

It's possible that reprinting the kinds of letters not to send to the editor is a tactical error. It may only encourage further attempts at epistolary assault and battery, but that isn't the intent. The message is: Keep those cards and letters coming in. But if you expect to be read or printed, keep a civil quill in your hand. Goo goo ga joob.

Poker dealt a bad hand

ON APRIL 15 the Department of Justice opened a sealed indictment of the top four online poker websites in the country. This indictment effectively strips millions of Americans of their pastime and, in many cases, their livelihoods.

The DOJ has alleged that the companies are in violation of a law that very few Americans even know exists, the Unlawful Internet Gambling Enforcement Act.

The primary issue has been the failure to define exactly what gambling is. This law allows special concessions for online horse betting and lottery. The statute relies on underlying federal or state gambling laws to make a determination of whether an activity constitutes gambling.

As of today there is no federal law that specifies that poker is illegal. On March 17, H.R. 1174 was presented to Congress proposing the licensing, regulation and taxation of online poker. The Joint Committee on Taxation estimated it would generate $42 billion for the federal government over 10 years.

In an economic climate such as ours, online poker would create jobs and generate billions in fresh tax revenue.

If we don't make our voices known, our elected officials will not act.

Why I admire the Brits

Re "Royal wedding shouldn't be ex-colonials' cup of tea," Kerry Dougherty column, April 28: I must take issue with her perceptions of our relationship with Great Britain, which seem to be based on the Revolutionary War and George III. Another period in history might interest her. After the capitulation of France to Hitler's forces, Great Britain was expected to fall as well. They did not, and they fought on, basically alone, until Canada and the other dominions and U.S. support came to their aid.

Had the British not fought on, Hitler, with no western front to distract him, would have turned on and possibly defeated Russia. He would also have attracted the Spanish Fascist Franco to his side, and together they would have taken Portugal and Gibraltar.

With the Nazis from Moscow to Gibraltar, the Italians would have had a free hand in all of North Africa. Greece and Turkey would have been next. Then the Near East with all that oil would have been lost.

But the Brits fought on, and, as one historian noted, they could not win the war - the U.S. and Russia did that - but they certainly could have lost it.

And that is why I admire the British and have an interest in their news.

My personal deficit clock

As our federal representatives debate ways to reduce the annual deficit, eventually balance the budget and someday begin paying down the debt, I consider my personal share in order to understand the enormity of the problem.

Dividing this year's $1.65 trillion deficit by 309 million citizens, I found that I owe $5,334, or $102 per week more than I pay now. A married couple owes $204, a family of four, $408. Those difficult sacrifices, shared by all, would balance this year's budget and make raising the national debt limit unnecessary.

President Obama wants to raise taxes only on "millionaires and billionaires", i.e., those earning more than $200,000 (couples $250,000). If that's 5 percent of tax filers, multiply the above contributions by 20 for that group, and it becomes clear that the task is impossible.

Very soon, every taxpayer will be paying more as the president's plan inevitably is modified. We have a spending disease that cannot be cured by revenue alone.

Certifiable embarrassment

Viewing President Obama's birth certificate brought back familiar memories. I typed approximately 3,000 of them a year when I worked as a vital statistics clerk at a local hospital. The process is very precise, requiring proper signatures and certifications before being sent to the state's capital.

No birth certificate can be issued until legally filed. I also sent the announcements to the newspapers. But beyond the logistics of this matter, I question when this nonsense will end.

Everything from Obama's birth, religion and now even his postgraduate education have been questioned.

Frankly, this is an embarrassment to our country. But through it all, I admire how our president has handled these controversies with utmost integrity and dignity.

Re "HRT delays Beach light rail study to wait for Norfolk starter line," Hampton Roads, April 27: If my memory serves me correctly, didn't the citizens of Virginia Beach vote against light rail years ago?

What part of this does our City Council not understand? "No" means "no" in my estimation.

Does this mean that the citizens may just decide not to pay the extra taxes that the council is proposing?

If the City Council doesn't play by the rules, then why should the citizens have to?

Movies to go; Face value.(Netflix's Reed Hastings intends to win a price war before movie downloads take off)

Can Netflix's Reed Hastings succeed in the battle to deliver movies online?

LATER this year, Netflix will launch a new service for downloading movies from the internet. "It will be underwhelming," promises Reed Hastings, chief executive of America's leading online DVD-rental company. Despite a recent ruling by America's Supreme Court that gives entertainment companies more ammunition to fight against illegal file-sharing, movie studios are likely to remain extremely cautious about what films they make available for a fee on the web.

For now, that suits Netflix. Mr Hastings believes that the humble DVD--and, eventually, high-definition versions of it--will remain popular for some time, not least because that is what the movie industry wants: sales of DVDs and fees from rentals are an essential source of the studios' profits from new releases. But Mr Hastings is also betting that by the time movie-download technology becomes more mature and online titles more widely available, his subscriber base for DVD rentals will be big enough to put Netflix in a strong position to prosper in the online marketplace--where he is likely to face new competitors such as Yahoo!, Microsoft, the studios themselves and, no doubt, many start-up firms offering rival download services.

Changes in technology encourage start-ups with innovative ideas to enter markets, just as Netflix did in 1999 when--having been stung with a $40 late-payment from a Blockbuster video-rental store--Mr Hastings launched its subscription service. He was already a successful entrepreneur, having built up a software company before he started Netflix. For its most popular service, Netflix charges users $17.99 a month for an unlimited number of DVD rentals. Titles are ordered via the company's website and dispatched overnight. Customers mail them back in a pre-paid envelope, which releases the next movie on a personalised list of films to see. Subscribers can have up to three DVDs out at any time. Needless to say, there are no late fees.

The Netflix business model has proved to be such a simple and highly effective combination of the online and offline worlds that it has spawned imitators in Britain, France, Germany, Australia and Japan. Netflix, which is based in Los Gatos, California, was about to launch in Britain last year when it decided it had better withdraw from going international, for now, in order to concentrate on a life-threatening war on its home front. The all-conquering retailer, Wal-Mart, and Blockbuster, the world's biggest chain of video-rental shops, both decided to offer online DVD rental at lower prices. Amazon has since started to experiment with a DVD-rental service in Britain--but has not yet launched a similar service in America, and some suspect it may instead team up with an existing competitor.

Certainly, the cost of entering the market has gone up. Netflix has slashed its own prices and launched a one DVD out at a time service for just $9.99 a month. In the past year its share price tumbled as investors saw profits being pumped into an aggressive marketing campaign (costing nearly 20% of its revenues). The company expects to make a net loss of $5m-15m this year. Nevertheless, Mr Hastings says Netflix has $175m in cash and no debt. "We can sustain this for a very long time," he adds. Indeed, Netflix is showing signs that it is getting the upper hand. In May, Wal-Mart pulled out, awarding its online DVD-rental business to Netflix. Yet, tempting as it might be, Mr Hastings declines to trumpet that Netflix beat the world's biggest retailer. Indeed, Wal-Mart's bosses say they merely took a strategic decision to focus on selling DVDs rather than renting them. Netflix and Wal-Mart will now promote each other's products.

Meanwhile, Blockbuster, which lost $1.2 billion last year, hopes to win 2m customers by next spring for its online DVD-rental service, which costs $14.99 a month for the standard package. But Netflix has already seen its number of subscribers grow to 3m and it expects to reach 4m by the end of this year. And there has been something of a rebellion by some Blockbuster shareholders, which resulted in Carl Icahn, a well-known corporate raider, winning a seat on the board. Blockbuster has been testing out higher fees, which suggests that Mr Icahn's priority could be stemming losses, not undercutting Netflix.

War of the worlds

Why are people prepared to pay more to use Netflix--the movie they get, after all, is exactly the same? Attention to customer needs and quality of service is Mr Hasting's answer. Indeed, Netflix was recently ranked by ForeSee Results, a market-research firm, as the top internet retailer by customer satisfaction. But something else is becoming increasingly important in e-commerce: the ability to amass an inventory that goes far beyond what any high street operation can hope to sustain.

Netflix has what some people fashionably call a "long tail" business. Its catalogue of more than 45,000 titles means that it can cater to almost any interest. Such a depth of movie offerings, plus online features such as movie reviews and recommendations, increases its popularity. Unlike a typical high street video-rental store, which might get the bulk of its revenue from just a few hundred recent titles, Netflix's revenue comes from a far broader selection: some 35,000 different film titles are contained in the 1m DVDs it sends out every day.

Netflix uses 35 distribution centres within metropolitan markets to help it meet its aim of overnight delivery. Yet when online delivery of movies, in whatever form it takes, eventually starts to take off, that legacy infrastructure will count for nothing: warehouses will be replaced by huge computer servers that can be based anywhere. This will not happen overnight, however. And in the transition "we can do mixed mode," says Mr Hastings. If a movie is not available for download--as many classics may not be for some time--then Netflix can still pop a DVD version into the old-fashioned mail.

Oct. 1--Playing games against others over the Internet is more satisfying than defeating computer-controlled opponents, and now that Sony's PlayStation 2 is online, a fresh facet of fun is opening up to a new audience.

People who play computer games online have known about the Internet's virtues for years. By connecting their computers over the Internet, players face living adversaries with similar frailties and limitations, avoiding the in-game artificial intelligence that is often either too hard or not challenging enough.

Now, video game systems are evolving to provide similar experiences, and Sony, which started shipping network adapter kits for the PS2 in August, is the first to put its system online for the public. Microsoft will launch its Xbox Live online gaming service for its console system Nov. 15, and a one-year subscription will cost $49.

But online video games might not be the entertainment nirvana the game industry promises, because of the core difference between most computer game players and the majority of console system players: the concept of "console simplicity."

Many console system players are used to popping in a game CD and playing, with no extra tinkering time or headaches. The term "troubleshooting" isn't in their vocabulary.

Experienced computer game players know that when they buy a new game, they might have to install new drivers for their video card, download a program to fix bugs or even edit program files to get up and running.

There are plenty of hybrid gamers who play on computers and consoles, but data from the Interactive Digital Software Association shows the majority of each camp favors one way of gaming over the other.

Bringing console systems online creates a level of complexity that many video game players won't enjoy, despite the industry's best efforts to make the process simple.

However, preparing the equipment for the Internet isn't hard.

For example, the PS2 network kit -- which costs $39.99 -- is a dual modem and network card module that attaches to the back of the system. Installing it involves popping off a plastic cover on the back of the PS2, lining up the device and using a dime to tighten some screws. Plug in a telephone line or network cable, slide in the configuration CD, and the system is ready for the Internet, although players must have an account with an Internet service provider.

Getting a live wire to the outside might be more challenging than the typical PS2 owner can tolerate. Players using a telephone line to dial out to the Net just need to run another cord to the back the PS2 -- a simple task assuming most people have a telephone jack in their living rooms.

High-speed Internet subscribers might face more challenges, especially if their broadband connections are in a room other than where the family entertainment center is based.

Now, some players face the task of integrating the PS2 into a home network. Connecting the console system using network cable and a hub might be all that is needed to link it to an existing home network, depending on the distance involved.

My video game systems and high-speed Internet connection are on different floors, so I used several networking tactics to get a PS2 connected -- from Wi-Fi wireless networking to stringing 70 feet of network cable through the house.

Wireless networking -- using a wireless ethernet bridge from Linksys -- connected the PS2 to my home network, but there were random disconnections during online games even though the wireless signal was strong and constant.

The bridge, which costs about $99, is designed to plug into any device with a network card and make it wireless using the 802.11b networking standard, which is also known as Wi-Fi. It took more than an hour to configure the unit and my other wireless equipment, and the results were mixed.

Networking using a power line network adapter from Netgear took even more time to get working. This technology uses a home's existing electrical wiring for computer networking and is designed to work across circuit breakers and multiple phases. It worked, but it was a time-consuming setup, and the kit costs about $99.

After weeks of experimenting, I found the only quick, sure solution was a long network cable running from a hub in my home office, which provided a connection the PS2 liked but was an aesthetic nightmare.

The experience suggests putting a PS2 online might not be the plug-and-play experience many console gamers are used to, and "console simplicity" will be lost.
